According to the data, the output of hazardous waste in China is expected to be driven by the growth of medical waste output in 2020, or more than 100 million tons. In terms of treatment, the industry believes that it is generally believed that enterprises should be further required to adopt cleaner production processes to prevent and reduce the generation of hazardous waste, focus on comprehensive utilization, convert solid waste into products or by-products to a greater extent, and reduce the transfer of hazardous waste.
Hazardous wastes will not be transferred for treatment? How to solve the problem of hazardous waste treatment?
Take Guangdong as an example. It is understood that Guangdong has a scheme that can be popularized in the treatment of hazardous wastes. Statistics show that by the end of September 2020, there are nearly 140 comprehensive hazardous waste business license units in the province. It is expected that the utilization and disposal capacity will reach more than 7.5 million tons / year by the end of 2020.
In terms of capital, Guangdong gives full play to the "bottom" role of financial investment and state-owned enterprises, drives the investment of banks and social capital, focuses on the construction of 13 hazardous waste disposal projects, and separates the collection and storage of hazardous waste from the comprehensive model of "Collection + disposal" to reduce the cost of enterprises.
In terms of supervision, Guangdong has applied Internet of things technologies such as video online monitoring, intelligent electronic weighbridge data transmission, intelligent identification of transport vehicle license plate and UAV patrol shooting to explore a set of management mode for information supervision of the whole process of hazardous waste from generation to storage, transfer and transportation, utilization and disposal, so as to further improve the pertinence of the planning and construction of hazardous waste treatment and disposal facilities.
In terms of treatment methods, promote new technologies and adopt high-temperature financing disposal lines. While realizing the harmlessness of hazardous wastes, we can also extract the heavy metals in hazardous wastes and find a new way of resource utilization.
The Haixinsha Resources Comprehensive Utilization Center led by the asset management committee of Dongguan Industrial Investment Holding Group Co., Ltd., a state-owned enterprise under Dongguan City, is a representative project.
The green industrial service project, which is generally contracted and constructed by Hunan Ruiyi Zihuan Technology Co., Ltd., has an annual treatment of 200000 tons of surface treatment waste and is equipped with a re type oxygen enriched side blowing electric furnace. After completion, it will be an important part of the Comprehensive Utilization Center of Haixinsha resources.
The project is planned to be completed and put into operation in July 2021. The construction contents include surface treatment smelting furnace, waste heat boiler, desulfurization and denitration system, drying and batching system, oxygen production system, circulating water system, etc. The project collects and processes 82500 tons of hw-17 surface treatment waste, 36000 tons of hw-22 copper containing waste, 45000 tons of hw-46 nickel containing waste, with an annual output of 10600 tons of matte, 780 tons of crude copper and 118000 tons of water quenched slag.
Sorting out the data, it is found that the main incineration disposal in China is domestic waste, sludge and general solid waste. The method of oxygen enriched side blowing melting treatment is adopted, which has a good synergistic treatment effect for slag and fly ash with low calorific value.
